The Ulez scheme was introduced in 2019 covering Central London. The increase in Ulez penalties followed the expansion of the scheme in 2021, to include both the North and South Circular roads covering an area of 3.8 million people. Ulez coverage then grew further in 2023 to include the whole of Greater London.
